PA House Bill 463 brings a "presumption of joint physical custody" to divorced parents in the state of Pennsylvania.
What this does in case of seperation and/or divorce - both parents have equal physical rights to the children in question. Both parents start out as equals - thus reducing the amount of stress, litigation, and conflicts that can arise when one parent displays power and control over the other parent.
